In 1979 Civil Affairs Office was established as a cooperating agency of Counter Insurgency Operation (CIO) undertaken by the 24Infantry Division of Bangladesh Army. At first there were 4officers (1x Civil Affairs Officer, 1x Police Liaison Officer, 1x Press Liaison Officer, 1x Assistant Secretary) and12 personnel. At present there are two officer and10personnel. After the "peace Accord" the posts of two officers (Police Liaison office rand Press Liaison Officer) and two staff have been abolished.
The establishment related activities of Civil Affairs Office were under the control of M/O Home Affairs from 1979 to 1990, from 1990 to 2000 under the control of special Affairs Division. Since June/ 2000, it has been a unit of M/O Chittagong Hill Tracts Affairs.
