Peace Accord  Implement Status 

Advancement of the underprivileged population is one of the priority sectors of the Government of Bangladesh. The Government puts special emphasis to maintain the dynamic continuity of the activities of the socio economic and in frastructural development of the Chittagong Hill Tracts (CHT) area and its disadvantaged people for a balanced economic up lift. The Government of Bangladesh is sincerely trying to promote al round development of the Chittagong Hill Tracts (CHT) area. It is also the prior objective of the Accord which was signed in1997 between the National Committee on CHT (on behalf of the Government) and the Parbattya Chattagram Jana Sanghati Samity (PCJSS) to uphold the social, cultural, educational and economical rights and accelerate the process of socio-economic advancement of the residents CHT 

 

2.  Brief detail of the current implelementation status of the Accord is as follows:

 

a. A three member Accord Implelementation Committee was formed in 1998 according to the Accord (Art # 3, Part 1 of the Accord).

 

b. The Ministry of Chittagong Hill Tracts Affairs has been established in the month of July/ 1998.The Honourable Prime Minister is now in charge ofthe ministry and Mr. Moni Swapan Dewan is the Deputy Minister (Art # 19, Part 4 of the Accord).

 

c. The Rangamati/Khagrachari/Banderban Hill District Council Act, 1989 were amended in1998 according to provisions of the Accord  (Art # 1-35, Part 2 of the Accord).

 

d. The Chittagong Hill Tracts Regional Council (CHTRC) WAS  established in1998.This council is working to supervise and  co-ordinate the activities of the three hill district council and other government offices in the CHT region. The CHTRC is guided   by the Chittagong Hill Tracts Regional Council Act, 1998. This act is formulated according to the provisions of the Accord   (Art # 1-4, Part 3 of the Accord).

 

e. A Task force has been constituted in1998 and reconstituted in   2003 for the identification of the internally displaced persons of the CHT region and give recommendations about the rehabilitation process of those persons (Art # 1, Part 4 of the Accord).

 

f. Tribal refugees who returned from India have been rehabilitated in the CHT. Each of the 12,222 refugee family received financial and other benefits under a 20 Point Package Programme (Art # 1, Part 4 of the Accord).

 

g. The Land Commission was set up in 1999.ThisLandCommission will resolve the Land disputes of the CHT region. The Land Commission Act was Formulated in 2001 (Art # 4-6, Part 4 of the Accord).

 

h. The Government has given special attention for the development of the CHT region as mentioned in the Accord. Increasing higher allocations are being provided for the development programme for this region (Art # 19, Part 4 of the Accord). The budget allocations of  the Annual Development programme (ADP)for the Ministry of  Chittagong Hill Tracts Affairs is as follows:

 i. The Ministry of Education has kept reserved 325 seats in different higher educational institutions for the students of the tribal/non-tribal residents of the CHT region. (Art # 10, Part 4, the Accord).

 

j. The Ministry of Chittagong Hill Tracts Affairs is allocating necessary funds from time to time to maintain the distinct tribal culture and practices of the CHT region. (Art # 11, Part4 of the Accord).

 

k. General amnesty was declare for the members of the PCJSS who surrendered their arms and ammunitions within the scheduled time frame mentioned in the Accord (Art # 14, Part 4 of the Accord).

 

 l. The Government provided TK.50,0000.00 to each of the listed  members of the PCJSS who surrendered the irarms and ammunitions   for their rehabilition (Art # 16A, Part 4 of the Accord).

 

m. Cases pending in the courts of the members of the PCJSS who rendered their arms and ammunitions and back to normal life  were withdrawn (Art # 16B, Part 4 of the Accord).

 

n. Seventy-one members of the PCJSS who surrendered their arms   and ammunitions were reinstated to their previous jobs in  different government and autonomous bodies. A total number of  705 members of the PCJSS who surrendered their arms and  ammunitions were appointed in the posts of Police Constable. Ten other members were appointed as Police Sergeant (Art # 16E, Part 4 of the Accord).

 

 o. The educational certificates obtained from the foreign educational boards of the children of the members of the PCJSS are treated as valid (Art # 16F, Part 4 of the Accord).

 

 p. The temporary Security Forces Camps are being withdrawn phase by phase according to the provision of the Accord. Already 152security forces camps were withdrawn so far (Art # 17A, Part 4 of the Accord).

 

 q. Rules and Regulation were formulated to appoint the tribal of the CHT area subject to priority being to the permanent residents of the CHT area in all posts of different office under the MoCHTA. According to the advice of the Ministry of Establishment all the other ministries and departments have been requested to amalgamate the same provision for their field offices situated in the CHT area (Art # 18, Part 4 of the Accord).

 

r. An Advisory Committee was formed in 30-7-2000 as articulated in the Accord (Art # 19, Part 4 of the Accord).

                                                                                                                                                                    

1. The vacant post of the Chairman and one of the posts of members of the Task force were filled up and the Task force has been   reactivated.

 

2.  To set up office and employ the necessary staff to start   functioning of the Land Commission is in process.

 

3. Transfer of the Horticulture Center, Chief Cotton Development office and the Textile Vocational Institute of Rangamati to the Hill District Councils is in process.

 

4.  The Chittagong Hill Tracts Regulation 1900was amended to set up District & Sessions Judge Courts in three hill districts.
